Can't import StarNet into PixInsight

Hi,
I’m having trouble getting the StarNet process into PixInsight. After following the online instructions, it does not appear in the search window with PixInsight/Process/Modules/InstallModules. Might any of you have some, well, insights?
1. I’ve downloaded the SourceForge link specifically for the PixInsight module, “Starnet_PI_windows.zip” from 2019-06-17.
2. I dropped the files from the extracted download into C:\Program Files\PixInsight\bin.
3. I searched in the PixInsight InstallModules window—nada.
4. Troubleshooting:--
• I confirmed that my PC’s processor supports AVX code—it does (AMD Ryzen 3950X core ).
• I checked for “StarNet-pxm.dll”—it’s there.
• But the files in the extracted folder seem to be lacking an executable! Here’s what’s there:--
mono_starnet_weights.pb
rgb_starnet_weights.pb
StarNet-pxm.dll
tensorflow.dll
License and ReadMe
Am I missing a file or two? Anything else I can try?
This is a new workstation with new WIN10 and Norton installations, and their “supervisory functions” are unlike any I’ve experienced so far—Norton in particular will block or delete downloaded files, and even remove script from files that it deems hazardous. Before downloading, I’ve toggled off the features I think may do this sort of thing, but perhaps I’m missing a file or two nonetheless.
I’m still working through the online discussions of StarNet and others’ experience with this, but in the meantime I’d be grateful for any help rendered.
