Can I assume that if I see two vendors eye pieces that have the same characteristics, specifics, and manufacturer, they are the same EP for all practical purposes?

In the past few years, private label brands have proliferated.
Virtually every eyepiece made by KunMing United Optics, for one example, is sold by 7-12 different resellers under their own house brand labels.
Just today, I added, from FLO, their Ursa Major FMC Flatfield eyepieces.
These are also sold by other companies as "Premium Flat Field", maybe 10 companies total, now? FLO has a good price on these.
So the likelihood is that your assumption will be correct. If they're from the same company, with identical specs, they are pretty sure to be the same eyepieces with different labels on the outside.
