The promise is tantalizing, but the math is very opaque. I've never used a Lagrangian or a Hamiltonian in battle, so I can't do much with the mathematics, myself. Exciting hot-takes:
It would mean, that in presented solution, vacuum energy that has been sought for
years is related to the electromagnetic field that fills the entire space. It would also
lead to the conclusion, that cosmological constant should be taken into account in
the calculation of the metric...
...in curved spacetime (gαβ = hαβ) the main equation of the proposed solution (...)
expresses the Einstein Field Equations with an accuracy of 4πG/c4 constant and with
cosmological constant dependent on invariant of electromagnetic field tensor...
In other words, Ogonowski believes that this technique may make Dark Matter and Dark Energy go away!

If anyone is interested, and can parse the maths, does this make sense?
...Or do we just have another MOND candidate?

I will have to read through it again but at times it does seem like a bit of MOND happening.
I am not a physicist though so hopefully one will come along to help out :)
