EQ8-R Question

Hello,
I recently purchased a Skywatcher EQ8-R mount and I have a question: in order to operate correctly, both the RA clutch lever and the DEC clutch lever must be loosen or tighten??

Both clutches need to be tight. The drive motors can only drive the telescope mount axes when the clutches are tight.
