The American Astronomical Society has a journal that is free for reading. Research Notes consists of short items, mostly on astrophysics, astro-dynamics, and related topics, by researchers.
It is hosted by IOPScience.

The best way to find it indirectly is to go to the AAS.org website and click Publishing and then choose Research Notes of the AAS (RNAAS).
On the IOPScience webpage for the AAS you will find other AAS journals along the right. For non-subscribers, those open only to abstracts of articles, but they do open to at least abstracts.
Note that The Planetary Science Journal is another exception. This new journal is also open to the public (for now).
