Any suggestions for a cheap WiFi camera to monitor cloud cover in real time, preferably on a cell phone app? Tnx.

Not sure how cheap it all is but you can use a raspberry pi with a Noir camera. There are a few posts elsewhere on putting one together. There are several free programs to use with it.
Thinking cheapest might be something like an outdoor security cam like a Wyze Cam v3 and point it skyward. Depending on the cam you will probably have to put it under a dome though. I have WYZE cams for security and they work through a cell phone app.

Camera time, check out AM Crest IP cameras, they support open standards ONVIF for third party control and have been around for a while, I've owned three internal and one eternal camera now for 7 years, all four still work. Amazon has a good selection at decent prices.
