NASA continued handing out of cost+ contracts, budget extensions literally without any progress shown (for decades now), no oversight that matters and a general show of bureaucratic BS and cover my tush is why other countries are about to be the leaders in the space field.
The shuttle was designed while still flying Apollo missions, what has been done since?
