According to the linked article you could pick it up with the aid of your binoculars. Should be fun and something different.

Assuming the Tool Bag is a 4ft cube, that would be 70.5 arcseconds at the ISS height of 254 miles (when directly overhead).
However, the Bag will be best illuminated when it is between 30 and 45 degrees from the horizon - so reduced to about 5 arcseconds.
The article claims the Bag would be as bright as Mag 6.

So, it would seem plausible it is visible from the ground while the Bag is illuminated shortly after/before twilight.
But, by binoculars??
