Still not sure if my input settings are right for my ioptron smartstar E8500R goto tracker

and I dont quite know what my settings should be
Im in orangeburg south carolina USA and my current settings are this

lati n33d31m37
(I attempted to use a location in my general residence area closer to where im actually living instead of just the middle of my city)
300 minutes behind UT
daylight savings YES
Current Time: 2020 07 18 15:40:52 (I really hate 24 hour time and I cant change it to 12 hour mode. there isnt one on my model)
is there anything that looks out of place? or is my tracker really just that bad?
I absolutely make sure it is 100% as level as possible before aligning to the stars.
It doesnt matter if i do 2 star align or one star align. results about the same. poor tracking accuracy. it drifts horribly
Ive even tried balancing it so it perfectly balanced and not pulling on the shaft in any direction by using some locking pliers as counterweights. No difference!!

Your mount is only as good as your polar alignment. If you can't get within half a degree (30m) of the NCP then your images will suffer due to the short exposure time you'd be limiting yourself to.

And i do make sure i'm aligning to the right star. I make sure its absolutely as dead-center as I can get. but it doesnt matter how perfect I align. it just doesnt care and still wants to drift rapidly to the wrong direction after a few minutes.
its the right stars because I can use
Cant really do more than a few seconds at 250mm focal length. about 5 seconds is the limit where things stay "sharp" but beyond that its a mixed bag. 95% of the time it will be horribly trailed as bad as can be if I do 30 seconds. only occasionally rarely will I get one good sharp stars image at 30 seconds.
Thats how I was able to get near perfect stars of bode's galaxy and cigar galaxy. about 20 images saved out of 35 I got really lucky and it tracked good for those frames.
I also tried putting very subtle drag on the horizontal motor by using a large loosely fitting rubber band around it which makes it track smoother and less jittery. which only slightly helps.
its as if im 10 degrees off or something but i'm absolutely 100% positive im not! I know I have the star aligned as dead center as I can
it doesnt matter if I do 2 star align or 1 star its the same poor tracking behavior either way

There is a section in your manual telling you how to do this.
It can be done during the day in about 10 minutes.

i never seen anything about it in the manual. its a very old mount. mainly for visual observing only with a tiny feather-light 50mm telescope or something.

Same goes for up and down. so just touching the buttons on the camera can affect the tracking as well as where im even aiming considerably.

If you go into the az/ alt menu there is no heading for setting backlash?

if i press the help button on the controller it just tells me what various things are set to. but theres no way to change them. just nothing at all.

Also if I track an object and attempt to manually slew anywhere. it will keep tracking the sky as if its trying to track the old object. and not the new coordinates. so it will just be going off in a random direction and not tracking anything at all.

5.4. Sync to Target
This operation will match the telescope's
current coordinates to Target Right
Ascension and Declination. After slew to an
object, move the cursor to “Sync to Target”
and press ENTER. Follow the screen to do
the sync. Using this function can improve
the
syncs can be performed if needed.
“Sync to Target” will only work after “Select
and slew” was performed. You may need
using SPEED key to change the slewing
speed to make the centering procedure
easier. A default slew speed is 2X.
