Put the grid up on the screen......bottom left, 5th icon from the left, puts up equatorial grid

I think what you're after can be set up in Stellarium: ConfigurationWindow/Plugins/AngleMeasure. Opt to load at startup, and once done, you'll see the tool's icon in the menu bar.
