There's a new catalog out - Artificial Space Objects.

I haven't yet read how to actually include this data anywhere - but none-the-less, here it is.

I wonder about the usefulness of something like this. Most of these objects have orbits that change so much that you need to get current TLEs to find them. I think this is the reason for sites like Heaven's Above and others.
