Well that's highly interesting. So they are saying that it is impossible for a black hole to decay? There is always more matter plunging in?

If Hawking radiation exists, BHs must decay, neh?

Not quite impossible. It's just that under current conditions not favorable. The key point is "what is the temperature of the universe and what is the temperature of the BH?" Heat moves from high temperature area to low. BHs will start to show Hawking radiation when the temperature of the surroundings drops below the temperature of the BH.

Yes, but they won't decay until the surrounding temperature is lower than the BH temperature.

It doesn't affect it. It renders it irrelevant. Heat (and Hawking radiation qualifies since it is a blackbody at the temperature of the BH, proportional to the inverse of the mass) flows from high temperature to low temperature. So the Hawking radiation is swamped by the incoming higher radiation temperature of the CMB.
