It's an overstatement. There are dark matter galaxies with very few stars and very little. https://en.wikipedia.org/wiki/GalaxyA galaxy is a gravitationally bound system of stars, stellar remnants, interstellar gas, dust, and dark matter.
There are galaxies we see that are free of gas (as far as we can tell) so, sure why not? What they are more precisely talking about are dark galaxies like Dragonfly 44 which has almost no stars.
