It is actually a fairly common version of az/ alt mount most are made for telescope but would serve well with binoculars.

I am referring to the distance from the balancing weights and the binoculars. Made for great leg movement from the tripod/support of the mount.

It is just an adaption of the concept for ease of use with binoculars, with telescopes the shorter arms keeps the weights closer and more stable for higher loads.

That kinda looks like be a DIY rig to me. Maybe not, but I've seen pix of some pretty impressive metalwork by people who have access to well-equipped metal shops.
