SVP lock levers sloppy

Both the RA and Dev locking levers feel like they're tight, yet the scope is while not truly free, it still will rotate rather easily on both axes. Anybody had this issue or know how tighten them up. A GEM I had many years ago had a screw that would draw the binders up as needed.

Remove the two silver screws indicated by arrows and remove the clutch knobs, they are just held in place by the screws.
Underneath is a brass fitting. Finger tighten these up till you just feel the clutch contacting the axle. Just touching, not overly snug.
Replace the knobs and screws to check new tension.
If more is required remove and tighten by finger slightly more.
You do not want these overly tight or things will bind (creates to much drag to move smoothly)
