If it is 12V DC it could be.

Micronta made small telescopes in the 50 and 60s, quite good for the time and if the OP has one it should be a nice little telescope.
Hopefully he will come back and post some images.

Eyepiece at one end that does not magnify. Adjustable bubble level that shows degrees 0-60. I thought it might be some sort of sighting device.

This was my thought as well though there would be multiple parts missing, I do not think it is a sextant though.
Searching around all I could find were references to telescopes, slide rules, microscopes and cameras but i could not find anything to match the parts in the images.

I did some research too and agree with Graeme, that it could be a small surveyor's transit, although with some pieces missing in the photo.

I would say you have the degree scale, level and optic tube though I have never seen a square one before.

Thanks to everyone for trying to help. I don't believe there are parts missing as it comes in a fitted leather case. I guess what I have done is rule out an astronomy connection.
