1/4 noise level if I upgrade from APSC to full frame and my lens F1.8 to F1.2?

1/4 noise level if I upgrade from APSC to full frame and my lens F1.8 to F1.2?
Will the noise be 1/4 for same exposure if I upgrade to full frame and a faster F1.2 lens?

I use both Canon and Nikon. You noise level wont change because you change the lens. If you are going to upgrade your camera to a FF camera check into them some. I find that my Canon 6D (Not 6DmkII) gives me the best images when I'm doing astro with it. Yes I have a Nikon D850, but that I use for Asto Timelapse. Also If you go with a faster lens, Try to refrain from using a 1.2 at 1.2, It's always bet to move up 1 or 2 stops for a better image. My 1.4's and 1.8's I always use them at 2.0 or 2.2.

The noise level will change if you drop from iso 1600 to iso 200 to get the same shot at same exposure time though right?
And the sensor being full frame compared to apsc should also cause lower noise as well?
Whats the point of faster lens if im not using the wideraperture to my advantage? I have no problems taking photos with my F1.8 lens wide open. all my shots are wide open.
I need all the light gathering ability I can possibly get in the extreme light pollution I live in. I cant afford to wait any longer.
I also dont have tracking so stopping down is an even more bad idea. as I have less stars to align and stack with doing that.
