1. Place the tube clamps in the slotted section so things can move as you will need to find the balance point.
2. You have the plate upside down from what I can tell in the image. (Thin slot goes to the bottom with a Losmandy style plate.

That is definitely a Losmandy style plate and you definitely have it on upside down.
The screws "should" still fit if you are attempting to place them in the correct slots but as @Lady Fraktor has already mentioned, it will not fit into a standard mount dovetail this way so longer bolts may be needed. Careful they are not too long as they will penetrate the felt liner on the rings and dent/damage your optical tube.
Also, some smaller mounts will not accept the Losmandy style plate, only the narrower Vixen-style plate. What telescope mount do you have?
