This is a mount for my binoculars. My red dot finder attaches to the piece that came off. How do I reattach it without breaking something. Looks like I may need an allen wrench. I started to just bang it back in place.

I would remove the 2 allen key bolts, put a very thin coating of 2 part epoxy between the two surfaces (if you do not want it to come off) and then replace the bolts snug enough to hold it in place.
