The Hosting company for the TSS forums is doing some work in the background and you may see a few 'hic-cups'.

Hopefully this won't last long and everything will be up and running correctly in short order.

It's an issue with the PHP software (not phpBB). The hosting company is working on the issue and keeping me informed. Hopefully it will get resolved shortly.

And yes, file attachments part of the issue.

The problem is with the Internet backbone which is impacting our hosting company. Admin and mods are aware of this and working to restore service.

Yes. There is a node somewhere that lures traffic through it, but doesn't deliver.
